When reps for Target met Rachel Scroogins at the Target To Go pop-up shop in NYC last month, they were so impressed that they gave her a challenge: whip up an outfit with just $50 at Target. Rachel, a NY-based photographer and photo editor, did a great job, picking the items shown at left.
